For a standalone page that is not part of your website's structure. A one-off landing page, a file somebody asked you for, something you were given as finished HTML. Upload it and it is served from your own domain at its own address, outside the menu and outside your design. If what you want is a real page of your site, with your fonts, your colors and a menu entry, use Website then Pages instead: the result is part of the site rather than a visitor's dead end.

Some services want you to prove you own your website before they will work with it. This is where that proof goes. Google Search Console and a few others hand you a small HTML file and ask you to put it on your site. There is no FTP on your account, so you upload it here and we serve it from your domain for you. Give it the file exactly as they gave it to you, and do not rename it. The file name is the whole point, because the name is the address they are going to check. It has to end in dot html and stay under ten kilobytes. Once it is up, go back to the service and click verify. Leave the file where it is afterwards, because some of them come back and check it again months later.
